There is a salt shortage because the SALT WAS STOLEN. Salt suppliers are in cahoots with thieves who stole the salt and sold it to companies who are the suppliers of salt to Ontario municipalities. Now because there is a salt shortage in those municipalities, they must buy the stolen salt. The thieves and the salt supppliers cash in.

Pickering and other Ontario cities and towns facing road salt shortage

Following several heavy snowfalls already this winter season, the City of Pickering is experiencing a road salt shortage, prompting crews to be mindful about using it.
Many municipalities across Ontario are dealing with the provincewide shortage.
On its website, the city says it maintains a reserve of salt, but it must use it carefully to help ensure supply lasts through the remainder of the winter as it explores additional supply.

To conserve it, staff will make temporary adjustments to winter maintenance operations. Plowing typically begins once around five centimetres of snow has accumulated, with crews focusing on major roads and emergency routes during active snowfall. Now, rather than applying salt early in a storm, salt may be applied later when conditions allow it to be most effective. Post-storm cleanup will continue following snowfall events.
In some locations, crews will use a blend of salt, sand or other de-icing materials, which can improve traction and help extend available salt supplies. You may notice more sand on roads and sidewalks as a result.
These measures are similar to practices being used across Ontario in response to current supply conditions, the city says. Winter operations will continue to be adjusted as needed based on weather, road conditions and available materials.
